Lots of people thinks that it is more important than all, but as you will see I will tell some thing else.
Primary and row materials are what you use for your construction activity.
Management arranges the relations of activities and tasks and anticipate the needs of the project and prepare the "Cost and Time" schedules.
But what is important now a days is that, you can summarize all the above in management. How??
A high level manager can get all the above, just with a good proposal, he can get money and other finance from banks and other financing companies and can get other needed items and he can schedule all the activities that make the costs minimum.
Then Management is the most important thing that a project need to be done. And we have just one 'M' and we can call it '1M'. And such we can demonstrate that
"1 equals 5 in Management"
